Solution 1:

Not tested but at the end of your page, just before </body> tag, you can add this:

<script>
  window.jQuery || document.write('<script src="js/jquery.min.js"><\/script>')
</script>

This checks if jQuery is available or not, if not it will add one dynamically from path specified.
