In GridView1_RowCommand, Instead of

   DropDownList1.Items.Add(gr.Cells[3].Text.ToString());
   DropDownList2.Items.Add(gr.Cells[4].Text.ToString());

Add

DropDownList1.SelectedValue=gr.Cells[3].Text.ToString();DropDownList2.SelectedValue=gr.Cells[4].Text.ToString();
